Pharaoh confessed his sin verbally during the terror of the storm, but his heart remained unchanged once the pressure subsided.
When Pharaoh saw that the rain and the hail and the thunders had ceased, he sinned yet more, and hardened his heart, he and his servants. The heart of Pharaoh was hardened, and he didn’t let the children of Israel go, just as the LORD had spoken through Moses.
As soon as relief arrived, Pharaoh resumed his stubborn rebellion, demonstrating that shallow sorrow yields no genuine spiritual fruit.
There is a profound difference between being sorry for consequences and being broken over sin against a holy God. Real repentance turns permanently away from sin toward obedience.
